FLIP: You can Special Summon 1 Level 5 or higher Tuner monster from your Deck.
The effect of "Piyokocco" is a Trigger Effect that can be activated optionally when it is flipped face-up. (It can also be activated during the Damage Step.)
This effect does not target.
If there is no Level 5 or higher Tuner in your Deck, you cannot activate the effect of "Piyokocco."
If you cannot Special Summon a monster, such as when there are no open zones in your Monster Zone, you cannot activate the effect of "Piyokocco."
