The activation of the effect of "Chronomaly City Babylon" cannot be performed in the same chain block as the activation of the card itself.

This effect targets 1 "Chronomaly" monster in your Graveyard. (The targeted monster must be the same Level as the monster banished as the cost.)
Only the player who activated "Chronomaly City Babylon" can activate its effect. (The opponent cannot activate the effect.)
The effect of "Chronomaly City Babylon" can only be activated during your Main Phase.
