This is an Ignition Effect that activates in the Monster Zone.
When resolving the effect, you apply the "halve that monster's ATK" part, and if that part is successfully applied, you then apply the "this card gains that much ATK" part.
The process of halving the ATK and the process of increasing the ATK are treated as occurring simultaneously.
The ATK of the opponent's monster that was halved and the ATK of "Dark Rebellion Xyz Dragon" itself that was increased by the effect "halve that monster's ATK, and if you do, this card gains that much ATK" remain applied during the following turns as well.
The ATK of the targeted monster becomes half of the ATK value that was being applied on the field.
