At the time of resolving the effect, you send the top card of your Deck to the Graveyard.
If a WATER monster is sent to the Graveyard by the effect of "send the top card of your Deck to the Graveyard," you then perform the effect of "if the card sent to the Graveyard was a WATER monster, Special Summon this card from your Graveyard." (If a card other than a WATER monster is sent to the Graveyard, the effect processing ends after sending the card to the Graveyard.)
The effect of "send the top card of your Deck to the Graveyard" and the effect of "if the card sent to the Graveyard was a WATER monster, Special Summon this card from your Graveyard" are not treated as occurring simultaneously.
