If your opponent successfully Normal or Special Summons a monster due to the effect of a card that was activated as Chain 2 or higher, you cannot activate the monster effect "You can Special Summon this card from your hand to your opponent's field in face-up Defense Position."
The monster effect "While this card is face-up on the field, its controller cannot Xyz Summon" is a Continuous Effect.
While the monster effect "its controller cannot Xyz Summon" is being applied, you cannot perform an Xyz Summon of an Xyz Monster, nor can you perform a Special Summon that is treated as an Xyz Summon by the effect of a card such as "Rank-Up-Magic Barian's Force," but you can Special Summon an Xyz Monster by the effect of a card such as "Monster Reborn."
