Paying 2000 LP is a procedure performed when Special Summoning this card with its own effect. You do not need to pay LP when Special Summoning it from your hand by the effect of another card.
"Garbage Lord" is a Normal Summon monster. (Even if it has been sent to the Graveyard from the hand or Deck, it can be Special Summoned by the effect of "Monster Reborn".)
"If you use this card as an Xyz Material, it can only be used for the Xyz Summon of a DARK monster" is not treated as a monster effect.
