If your opponent Special Summons a monster(s) face-up (except during the Damage Step): You can discard this card, then target 1 of those face-up monsters; negate its effects until the end of this turn, also if that face-up monster leaves the field this turn, its controller takes damage equal to its original ATK. You can only use this effect of "Ghost Mourner & Moonlit Chill" once per turn.

This is an Trigger Effect that can be activated from the hand.
It cannot be activated during the Damage Step.
When activating this effect, discard this card as cost. Also, target 1 face-up monster your opponent Special Summoned.
A chain block is not created for the effect "That controller takes damage equal to the targeted monster's original ATK." (It is applied immediately if the targeted face-up monster leaves the field. It is also applied during the Damage Step.)
When taking damage by this effect, you take damage equal to the ATK written on that card. If a monster with "?" for its ATK leaves the field, the effect "That controller takes damage equal to the targeted monster's original ATK" is not applied.
