When a Level 4 or higher monster(s) is Normal or Special Summoned: Change that monster(s) to face-down Defense Position. There must be another "Ghostrick" monster on the field to activate and to resolve this effect.

As long as this monster is in the Monster Zone, you can activate this effect only once per turn.
Regarding the effect: "As long as there is another 'Ghostrick' monster on the field, when a Level 4 or higher monster is Normal or Special Summoned: Change that monster to face-down Defense Position."
This is a Trigger Effect that activates in the Monster Zone.
This effect does not target.
This is a mandatory effect.
It also activates if the condition is met during the Damage Step.
If this card is face-up in your Monster Zone and a Level 4 or higher monster is Normal or Special Summoned, this effect activates if there is a face-up "Ghostrick" monster in the Monster Zone. (If a Level 4 or higher monster is Normal or Special Summoned, after that chain of events, this effect activates as many times as the number of times a monster was Normal or Special Summoned, forming a chain.)
"As long as there is another 'Ghostrick' monster on the field" is a condition that must be met at the time this effect activates. It does not need to be met at the exact moment the Level 4 or higher monster is Normal or Special Summoned.
If there is no face-up "Ghostrick" monster in the Monster Zone when this effect resolves, the effect is not applied.
