The activation of the card "Ghostrick Night" can be performed at any time except during the Damage Step.
The effect "As long as a 'Ghostrick' monster is on the field, monsters on your opponent's field cannot be Flip Summoned" is an effect that does not start a Chain.
The effect "If this card is destroyed by an opponent's card and sent to the Graveyard: Your opponent cannot declare an attack this turn" is an effect that activates in the Graveyard and starts a Chain. (It also activates during the Damage Step.)
The effect "Your opponent cannot declare an attack this turn" applies not only to monsters that were present in the opponent's Monster Zone when the effect resolved, but also to monsters newly Summoned to the opponent's Monster Zone thereafter.
