The monster effect "If your opponent controls a card and you control no cards, you can Normal Summon this card without Tributing" is not classified as an Ignition Effect, Trigger Effect, Quick Effect, or Continuous Effect. (A Chain Link is not built when performing a Summon this way.)
When performing a Normal Summon using the effect "You can Normal Summon this card without Tributing," you can only perform a face-up Normal Summon. (You cannot Set this card.)
The monster effect "If you control no Spell/Trap Cards and this card attacks an opponent's monster, your opponent cannot activate Spell/Trap Cards until the end of the Damage Step" is a Continuous Effect.
Even while the monster effect "Your opponent cannot activate Spell/Trap Cards until the end of the Damage Step" is being applied, your opponent can still activate the effects of face-up Continuous Trap Cards that are already on the field.
