You cannot apply the effect "you can Normal Summon 'Hazy Flame' monsters with 1 less Tribute" when Setting a "Hazy Flame" monster in face-down Defense Position.
The effect "Once per turn: You can target 1 Xyz Monster you control; attach 1 'Hazy Flame' monster from your hand or your side of the field to that Xyz Monster as an Xyz Material" creates a Chain Link. (This effect can only be activated during your Main Phase.)
The effect "attach 1 'Hazy Flame' monster from your hand or your side of the field to that Xyz Monster as an Xyz Material" targets 1 face-up Xyz Monster in your Monster Zone. (It does not target the "Hazy Flame" monster that is attached as an Xyz Material.)
