

Effect
You can Normal Summon this card without Tributing, but its original ATK becomes 1000. Once per turn: You can target 1 face-up Dragon Normal Monster on the field; the Levels of all face-up "Hieratic" monsters currently on the field become the Level of that monster, until the End Phase. When this card is Tributed: Special Summon 1 Dragon Normal Monster from your hand, Deck, or GY, and make its ATK/DEF 0.
The monster effect "You can Normal Summon this card without Tributing. The original ATK of this card Normal Summoned this way becomes 1000" is an effect that is not classified as an Ignition Effect, Trigger Effect, Quick Effect, or Continuous Effect.
When Normal Summoning "Suanni, Dragon of the Hieratic Seal" using its own monster effect, a Chain Link is not built. Also, when performing a Normal Summon this way, you can only Normal Summon it in face-up Attack Position or face-up Defense Position. You cannot Set it.
The monster effect "Once per turn, you can target 1 Dragon-Type Normal Monster on the field; all 'Hieratic' monsters on the field become that monster's Level until the End Phase" is an Ignition Effect. (It targets 1 face-up Dragon-Type Normal Monster in the Monster Zone.)
The monster effect "When this card is Tributed: Target 1 Dragon-Type Normal Monster in your hand, Deck, or Graveyard; Special Summon it, and make its ATK and DEF 0" is a Trigger Effect. (It does not target.)
The monster effect "Special Summon 1 Dragon-Type Normal Monster from your hand, Deck, or Graveyard, and make its ATK and DEF 0" is an effect that must be activated if "Suanni, Dragon of the Hieratic Seal" itself is Tributed. It activates not only when Tributed by a card effect, but also when Tributed as a cost to activate a card effect, or when Tributed for an Advance Summon. (It also activates during the Damage Step.)
"End Phase" in "all 'Hieratic' monsters on the field become that monster's Level until the End Phase" is read as "end of the turn." (Applied from July 10, 2014)
