The monster effect of "Nine-Snake Peacock" is a Trigger Effect that activates in the Graveyard.
This effect can be activated when "Nine-Snake Peacock" itself is Tributed from the field and sent to the Graveyard. (It can be activated not only when Tributed by a card effect, but also when Tributed for an Advance Summon.)
This effect does not target.
If there are no Level 4 or lower WIND monsters other than "Nine-Snake Peacock" in either your Deck or your Graveyard, you cannot activate the monster effect of "Nine-Snake Peacock."
