This is a Continuous Effect that is applied in the Monster Zone.
The effects of Effect Monsters cannot be activated in any location, including not only the Monster Zone, but also the hand and Graveyard.
Effects that do not create a Chain Link, such as Continuous Effects, are applied as normal.
This is applied to both players. (This is not an effect applied to cards. Even monsters that are unaffected by effects cannot activate effects that create a Chain Link.)
