This is a Triggered Quick Effect that can be activated in the hand.
It cannot be activated during the Damage Step.
It can be activated even in a situation where you cannot draw. (When you actually draw a card, if your Deck has 0 cards, you lose the Duel.)
You can activate the effect of a second "Malchammed Purlia" even during a turn in which the effect of "Malchammed Purlia" is already applied.
Regarding the first ●:
No Chain is created when drawing.
It is also applied when a Special Summon is performed during the Damage Step.
It is applied according to the number of times your opponent performed a Summon or Special Summon, not the number of monsters Summoned or Special Summoned. (If multiple monsters are Special Summoned simultaneously, such as by a Pendulum Summon, the effect is applied only once, and you draw 1 card.)
If this effect has been applied twice, each time your opponent Summons or Special Summons a monster from their hand, you perform the process of drawing 1 card twice.
