This is not treated as an effect.
As a general rule, this card cannot be Special Summoned except by Xyz Summon. However, if an effect ignores the summoning conditions, you can Special Summon this card from the Extra Deck, or this card if it was Xyz Summoned and is currently banished face-up.

This is a Quick Effect that can be activated in the Monster Zone.
To activate this effect, detach 1 Xyz Material from this card and send 1 card from your hand to the Graveyard as a cost.
This effect targets 1 face-up card your opponent controls.
It cannot be activated during the Damage Step.
When resolving this effect, change this card to Defense Position. If this card is successfully changed to Defense Position by this effect, negate the effects of the targeted card until the end of this turn. These actions are treated as occurring simultaneously.
If this card is no longer face-up in the Monster Zone when resolving this effect, no part of the effect is applied.
