This is an Ignition Effect that can be activated in the Monster Zone.
When resolving the effect, you perform the "destroy that card" action. If the destroyed card was a monster, you then perform the "inflict damage to your opponent equal to that monster's original ATK" action.
When performing both the destruction action and the damage-inflicting action, these actions do not occur simultaneously.
When inflicting damage to your opponent with this effect, you refer to the ATK listed on the destroyed card. If you destroy a monster with ? ATK, the "inflict damage to your opponent equal to that value" action is not performed.
