The effect of "OTo-Thunder" is an Ignition Effect.
It does not target.
Since a monster is Normal Summoned by the resolution of "OTo-Thunder"'s effect, you can perform this Normal Summon even if you have already performed your one Normal Summon for the turn.
A monster Normal Summoned by the effect of "OTo-Thunder" is summoned in face-up Attack Position or face-up Defense Position. (It cannot be Set.)
If you control multiple "OTo-Thunder", you can activate each of their effects and perform a Normal Summon for each.
