You can only Special Summon "Phonon Pulse Dragon(s)" once per turn.
This is a Trigger Effect that is activated by declaring a Level from 1 to 3. (This effect does not target.) The Level applied by this effect remains applied as long as this card remains face-up on the field.
If the activation or effect of the effect "This card's Level becomes the declared Level" is negated, the restriction "You cannot Special Summon monsters from your Extra Deck, except Synchro Monsters, using this card as material" is not applied.
After the effect "This card's Level becomes the declared Level" has been activated, even if "Phonon Pulse Dragon" leaves the field, the restriction "You cannot Special Summon monsters from your Extra Deck, except Synchro Monsters, using this card as material" remains applied.
"You can only Special Summon 'Phonon Pulse Dragon' once per turn" is not treated as an effect.
