This effect targets 1 card on the field. (You can also target a face-down card.)
This effect cannot be activated during the Damage Step.
If you do not control a "Galaxy-Eyes" monster, you cannot activate this effect during either player's turn.
Even if you control a face-up "Galaxy-Eyes" monster, if that monster is not "Galaxy-Eyes Photon Dragon", you can only activate this effect during your own turn.
