The effect "Target 1 Quick-Play Spell card in your Graveyard, except 'Quick-Spell Amplifier', and shuffle it into the Deck" is the effect processed when the card "Quick-Spell Amplifier" is activated. (It cannot be activated during the Damage Step.)
When activating the card "Quick-Spell Amplifier", you must target 1 Quick-Play Spell card in your Graveyard, except "Quick-Spell Amplifier".

(It does not target. It can also be activated during the Damage Step.)
