This effect targets 1 face-up monster in either player's Monster Zone. ("Risebell the Star Adjuster" itself can also be targeted.)
Xyz and Link Monsters cannot be targeted.
The level increased by the monster effect of "Risebell the Star Adjuster" remains applied as long as that monster remains face-up in the Monster Zone.
