Sealing Ceremony of Raiton

The activation of the card "Raiton Seal" itself can be performed at any time except during the Damage Step.

The effect "Once per turn, you can target up to 2 cards in your opponent's Graveyard; return 1 face-up WIND monster you control to the bottom of the Deck, and if you do, banish those cards" creates a Chain Link. (This effect targets 1 or 2 cards in your opponent's Graveyard. It cannot be activated during the Damage Step.)

When activating the effect "target up to 2 cards in your opponent's Graveyard; return 1 face-up WIND monster you control to the bottom of the Deck, and if you do, banish those cards," you return 1 face-up WIND monster in your Monster Zone to the bottom of the Deck as a cost.

You can activate the effect "target up to 2 cards in your opponent's Graveyard; return 1 face-up WIND monster you control to the bottom of the Deck, and if you do, banish those cards" in the same Chain Link as the activation of the "Raiton Seal" card. (However, you cannot activate the "Raiton Seal" card or its effect during the Damage Step.)
