The monster effect "You can Set this card from your hand to your Spell & Trap Zone as a Spell Card" is not classified as an Ignition Effect, Trigger Effect, Quick Effect, or Continuous Effect. (No Chain Link is created when you Set "Silver Sniper" to the Spell & Trap Zone in this way.)
The monster effect "During the End Phase of the turn this card set in the Spell & Trap Zone was destroyed by an opponent's card effect and sent to the GY: Special Summon this card from the GY, then you can destroy 1 card your opponent controls" is a Trigger Effect that activates in the GY. (This effect targets 1 card your opponent controls.)
The monster effect "Special Summon this card from the GY, then you can destroy 1 card your opponent controls" does not create a Chain Link when it is sent to the GY. If "Silver Sniper" that was Set in the Spell & Trap Zone is destroyed by an opponent's card effect and sent to the GY, the effect must be activated during the End Phase of that turn if that "Silver Sniper" is still in the GY, and a Chain Link is created. (The effect activates even if there is no card on the opponent's field to target, and the Special Summon is performed.)
The effect "Special Summon this card from the GY" and the effect "destroy 1 card your opponent controls" are treated as occurring simultaneously.
