A Chain Link is not built when a Special Summon is performed by the effect of "Starship Spy Plane".
The effect "When this card is Special Summoned from the hand: You can target 1 Spell/Trap Card your opponent controls; return it to the hand" is a Trigger Effect. (This effect is mandatory. It targets 1 Spell/Trap Card on your opponent's field. It also activates during the Damage Step.)
This effect activates not only when this card is successfully Special Summoned from the hand by its own effect, but also when it is Special Summoned from the hand by the effect of a card such as "Hero Emergence".
