Place 1 card from your hand on either the top or bottom of the Deck, and if you do, Special Summon 1 "Sylvan" monster from your hand or Graveyard. It is unaffected by other card effects this turn. Place it on either the top or bottom of the Deck during the End Phase.
The effect of "Blessings of the Sylvan" that says "choose 1 card in your hand and place it on either the top or bottom of the Deck" is an effect that resolves. It is not a cost. (Note: You decide whether to place it on the top or bottom of the Deck at the time of effect resolution.)
"Blessings of the Sylvan" does not target.
The effect of "choose 1 card in your hand and place it on either the top or bottom of the Deck" and the effect of "choose 1 'Sylvan' monster from your hand or Graveyard and Special Summon it" are treated as occurring simultaneously.
No Chain Block is created for the processing during the End Phase. You decide whether to place the card on the top or bottom of the Deck at the time of the End Phase processing.
"Blessings of the Sylvan" cannot be activated during the Damage Step.
