The monster effect "you can excavate the top card of your Deck" is an optional effect that can be activated when "Sylvan Peaskeeper" itself is Normal or Special Summoned face-up. (It can also be activated during the Damage Step.)

If the card excavated by the effect "you can excavate the top card of your Deck" is a Plant-Type monster, the effect "if it was a Plant-Type monster, send it to the Graveyard" is applied. (If it was not a Plant-Type monster, the effect "otherwise, place it on the bottom of the Deck" is applied.)

The monster effect "If this card is excavated from the Deck and sent to the Graveyard by a card effect, you can target 1 Level 4 or lower Plant-Type monster in your Graveyard; Special Summon that target" is a Trigger Effect that activates in the Graveyard. (It targets 1 Level 4 or lower Plant-Type monster in your Graveyard.)

The monster effect "you can target 1 Level 4 or lower Plant-Type monster in your Graveyard; Special Summon that target" is an optional effect that can be activated if "Sylvan Peaskeeper" itself is excavated from the Deck by a card effect and sent to the Graveyard as a result of that effect's resolution. (It can also be activated during the Damage Step.)
