This turn, your opponent cannot activate cards with the same name as the card returned to the hand by this effect.
This is a Trigger Effect that can be activated in the Graveyard. (It can be activated optionally.)
It can also be activated if the condition is met during the Damage Step.

If a monster card is returned to the hand by this effect, that monster can be Normal or Special Summoned, and its monster effects can be activated or applied.
If a Pendulum Monster card is returned to the hand by this effect, it cannot be activated as a Spell Card in the Pendulum Zone.
