If you have no cards in your Extra Deck: Target 1 face-up Tribute Summoned monster you control; its effects are negated, also it is unaffected by the effects of cards other than this card.
【Regarding the ① effect】
This is the effect that activates when this card is activated.
It cannot be activated during the Damage Step.
You can also target a Normal Monster that was Tribute Summoned. (Even in that case, the targeted monster will be unaffected by other card effects.)
As long as a monster to which this effect is applied remains face-up in the Monster Zone, its effects are negated, and it is unaffected by other card effects.
If the targeted monster is in face-down Defense Position at the time of resolution, its effects are not negated, and the "unaffected by other card effects" effect is not applied.
