The effect "Special Summon as many 'Fire Fist' monsters as possible from your Graveyard" and the effect "then, you can Set 'Fire Formation' Spell/Trap Cards from your Deck to your field, except 'Ultimate Fire Formation - Seito', up to the number of monsters Special Summoned by this effect" are not treated as occurring simultaneously.
You must perform the "Special Summon as many 'Fire Fist' monsters as possible from your Graveyard" part of the effect, but you can choose not to perform the "then, you can Set 'Fire Formation' Spell/Trap Cards from your Deck to your field, except 'Ultimate Fire Formation - Seito', up to the number of monsters Special Summoned by this effect" part.
