This effect targets 3 "Yang Zing" monsters in your Graveyard. (You can also include "Yang Zing" Synchro Monsters as targets.)
The effect of "shuffling those 3 monsters into the Deck" and the effect of "then, draw 2 cards from your Deck" are not treated as occurring at the same time.
If, at the time the effect of "Yang Zing Path" resolves, you cannot return all 3 targeted monsters to the Deck (for example, because one of them is no longer in the Graveyard), the effect is not applied. (The remaining monsters are not returned to the Deck.)
